Unable to send outbound transmissions From OTM to ERP

Hi All,

We are trying to send outbound transmission to ERP from OTM but we are unable to do so.
EXternal System is properly configured.

Even if we assume that endpoints are not defined in the External system configuration, the outbound transmission should be errored out but this is not even happening.
i have tried to check the transmssions from backend table, to my suprise even the transmission have not even reached to OTM tables.

Please let us know what could be restricting outbound transmission from OTM.
