OTM fails to Plan shipment, even when there is rate record

OTM fails to plan an Order and gives error "No TShipments are created on leg FL/MX/T3.LEG_ABSOR_PLA_ABSORMEX_MTY-CON_MEXICO_DF since to no equipment options are created.".. Even though there are 5 valid rate record for same,

when we open the rate record in Edit mode and than save, the rate record is available for the planning and if we want all rate record to be shown we have to do same for each rate record.

can anybody guide me, why this is happening..

as even in rate finder we are not able to see those rates, neither in show routing option, but once we edit and save a rate record, that is available in rate finder and show routing option and if we do we other feasible rate Record the same.. they also appear..Its a wierd problem we ae facing..

if somebody have any clue..what is this error and how we can overcome this.. please share..
