problem with BILL ???????

I am working at standard integration between OTM and EBS i have problem with bill
i send the bill to EBS I receive just bill header in EBS WITHOUT LINE
and not value for interface_line_id coulmn in ra_interface_lines_all table in EBS

could anyone help me please ?
