Tendering Continuous Move Shipments

I have basic issue with continuous move. I have 2 shipments in continuous move

Shipment 1 -> Shipment 2.

Now when I tender Shipment 1 (or Shipment 2) shouldn't the Tender information to carrier contain details of continuous move shipment's order too?? Isn't this logical for continuous moves?
When I tender Shipment 1, the tender information shows ONLY shipment 1's details.

If it is possible please let me know how? Else please suggest your experience of getting it done through custom logic if any.
