User management via Java API or Web Services calls

Hello

I'm new to OTM and I am looking to add and manage users using an identity management system (specifically OIM) and therefore need some advice on methods of driving user management on the server side. Ie, not using the user management console.

Does OTM have a Java API or Web Services calls or some other mechanism for user management?
