Common Rate Offering/Rate Records for Multiple Service Providers(Customers)??

Hi

My client is a transportation company who transfer automobiles. They have several retail customers coming in every day.

In order to generate a BILL in OTM, i need to create the
1. Customer as Service Provider
2. Create a Rate offering (Sell perspective) for this Service Provider. Offering type - TL.
3. Create Rate records.

We have several rate records and re-creating all of them for each customer is out of question. :o

Is there any other way to find solution for this problem? :(
