Multistop Cross Dock Planning

Scenario: We need to build a MULTISTOP to the Cross Dock Location and then an LTL to the destination location
Orders:
OR1=> Loc A to Loc B
OR2=> Loc A to Loc C (via a cross dock location Loc X)

What we want in this case as a result is 2 Shipments as below:
Shipment 1 : Loc A > Loc B > Cross Dock Loc. Both orders picked up together at A, OR1 dropped at B and OR2 dropped at Loc X
Shipment 2: OR2 going from Loc X > Loc C

Setup Done:
Itinerary:
- Multistop checkbox ticked
- X-Lane is COUNTRY TO COUNTRY (which includes all the Locations in the scenario)
- In the Primary Leg, the Cross Dock Location is entered as Loc X

Rate Records:
RR1=> Loc A to Region(This region includes Loc B and Cross Doc loc X)
RR2=> Loc X to Loc C

Planning Parameters:
PREFER XDOCK SHIPMENTS THAN DIRECT SHIPMENTS=> TRUE
MULTISTOP XDOCK INBOUND SHIPMENT WITH DIRECT=> TRUE

OTM is planning 3 Shipments
Shp1 Loc A to Loc B with OR1
Shp2 Loc A to Loc X with OR2
Shp3 Loc X to Loc C with OR2

OTM is not creating the 1st leg as a Multistop

What are we missing?
