6.4 Upgrade - A connection to the server could not be established: null (user=DBA.ADM

So far I have been able to work through all installation and documentation issues in a 3 tier (Web > App > DB) configuration. I have the login screen up finally.

Now I am running into the following error:

A connection to the server could not be established: null (user=DBA.ADMIN)

I have tried all the usual solutions. Is there anyone else attempting an upgrade form 6.3.5 to 6.4 and ran into this issue?
