order release sequence missed

Hello,

we have order release ID getting created through BN.
Now issue is that when ever any order Release is not getting created because of any error or action check then on next order creation the sequence is incremented.

can we handle this in OTM so that if any order release is in error the sequence wont missed out with the next order release creation.
