Rating on the basis of Stops

Hello,

We have a requirement of defining the buy side rates on the following basis:

Say for an example:

My Order is booked from Riyadh to Dubai,UAE.

The rates to be applied from Riyadh to Saudi Arabia Border 0.13 SAR per km and from Saudi Arabia Border to Dubai 0.16 SAR per km. (Average is not acceptable to the client)

How can this be mapped in the system?
