Non-Stop Shipment Events Not Published

We want to display the date and time that any Shipment Event is recorded to users via Shipment User Attributes. We would insert the event received date/time via the Shipment Event Tracker agent. When entering Non-Stop Related events the Shipment Event Tracker Agent is not being invoked though the event is recorded in the shipment status tables and is visible from View Shipment Events. Non-stop refers to events in a group designated IS_AT_SHIPMENT_LOC = N


We are on Version 6.3.1 so are using the Legacy Shipment Matching Agent first for matching to Tracking. In the log, the Workflow steps indicate that

"Event already published for this stop and transaction from UI - Shipment Status Tracking event is not going to be published again [trackingEvents - 3]"

We set the property glog.shipment.event.publishNonTrackingEvents to true but that did not change the workflow and event publishing.
