Help regarding VPD!

Hi All,

I have a requirement where i want to Restrict our planners to see only few Transport modes from the drop down list which appears in the Transport Modes when we go to .....
OR-->select any OR --> actions->operational Planning-> Create Buy shipment -->Manual..

Here it shows 18 modes,i want to display only selected 5. I have created A VPD and assign to the user role but that user is able to see all the 18 modes, Please help.
