Error during DB upgrade to v633: PLS-00201: identifier 'DBMS_RLS' must be declared

Hi all,
We are running Database upgrade scripts from 6.2 to 633. Upon running dbpatch_60 script, a lot of errors appeared and they are mainly two types.
1.
121/14 PL/SQL: Statement ignored
121/14 PLS-00201: identifier 'DBMS_RLS' must be declared
2.
32/1 PL/SQL: Declaration ignored
32/30 PLS-00201: identifier 'DBMS_XMLDOM.DOMNODE' must be declared
