Rule 11 Shipment and OR Status

Hi,
We have built shipments (two) using rule 11 instructions. First shipment is for tender and the second one is only for settlement. We have tendered the first shipment. The Order Release status updated to PLANNING_EXECUTED-PARTIAL. Since the second leg is only for settlement, we thought the OR status will be PLANNING_EXECUTED-FINAL. Can someone help which event or status change in shipment may update the OR status to PLANNING_EXECUTED-FINAL?
