ReportReady event in Shipment Tender Accepted agent not being raised

In version 6.1.6, has anyone encountered an issue with OTM not raising the ReportReady event after printing a document(report).

I have a simple agent responding to Shipment Tender - Accepted event. The agent triggers correctly and runs the report but the Report Ready event does not get raised to trigger my Report agent to send the report.

If I change the Shipment Tender - Acccepted event in the agent to Shipment - Modified event and test it the agent runs fine and raises the event sending the report.
