Unable to accept the tender

Hi all,

i done multi stop shipment, then i tenderd the shipment to service provider, i got secure resource conformation page, then i log into service provider user ID and clicked on Online booking/tendering then i clicked Search tab but iam not find out any tenders but in the message center i found one message then i opend that message tried to accept the tender through URL like below

i got Error like Your login id does not have permission to access this Shipment

please advise me how to reslove this issue and PFA of service provider user creation screen shot
