Order Release agent - How to make OTM intentionally fail?

So, I have a requirement in an Order Release agent that states If X= Y then FAIL. I considered changing the weight/dims of the shipment to something crazy, e.g. 999,999 lbs, thus causing OTM to fail due to no valid rate offerings due to the weight. However, this is obviously not a desired method. Any other ideas?
