Commitment Count Issue

Hi,
We have configured Commitment count.

Commitment Lane Object Type => Shipment
Primary Count Type => Shipment
Per => Daily
Number of Shipments => 5

Also, the capacity group is assigned to commitment count with the service provider. The lane is defined between two regions.

Parameter values:
APPLY COMMITMENT ON THE MOST SPECIFIC LANE => TRUE
DECREASE COMMITMENT USAGE WHEN TENDER DECLINE => TRUE
FAVOR HIGH DEFICIT SERVICE PROVIDER IN TRANS OPT => TRUE
MODE PROFILE ID FOR CARRIER COMMITMENT => TL
PLAN SHIPMENTS WITH CARRIER COMMITMENT => TRUE

Rate offering is defined for the service provider and Rate record includes the region. The Itinerary is defined.

But during bulk planning, low cost carrier is selected. The log doesn't have anything on to commitments. There is no issue with Rates and Itinerary since the shipment is planned with these if we assign constraints at OR level.
