Force distance/time when planning to sequential stops in one zip code

When OTM is planning to stops in the same zip code, the transit time between those two stops is zero. This is causing timing issues as that carrier is not able to meet the times in OTM. Is there a way to default a minimum distance and/or time between stops for cases like this where PC Miler does take into account the address differences within a single zip code.
