Communication method stuck on MANUAL

When performing the Secure Resources action on a Truckload shipment in OTM 6.2.8, I expect an email to be sent to our external carrier (currently set up with my personal email address). However, the communication method says Manual, even though the service provider's primary communication method says email.

The Withdraw Tender action generates an email. And the Re-transmit Tender action generates an email. But not the Secure Resources action. Any advise?
