How to setup Trans-Shipment Scenario

I need a help in configuring Trans-shipment scenario.

My client is a transportation company who transfer automobiles (cars). For Retail customers, the pickup and drop locations are always Branch to Branch.
But for some special customers with whom we have contracts, client uses small trailers (with capacity of carrying one or two cars) to pickups at customer location and drop at the branch. Once they bring all of them, they load all these cars into Bigger trailers (with capacity of 8 cars) . After these cars are delivered at the branch, again small trailers are used to deliver at customer delivery location.

So effectively, the car(good being transported) goes in 3 different trailers
1. Customer Pickup Location -> Client Branch (Samll trailer)
2. Client Branch -> Client Destination Branch (BIG Trailers)
3. Client Destination Branch -> Customer Delivery Location (Small Trailers)

I have some idea about Multi-leg but am not sure if i can use it here.
By creating Client as 2 Service Providers
1. Client Fleet
2. Client Pickup_Drop Fleet
Assign respective equipments. But am not sure.

Is there any better approach to setup this scenario?
