Creating User for different domain from DBA domain

Hi,

We have 2 domains. One is DBA domain and the other is T2 domain. I have the credentials for DBA domain.

Now, I have to create a new user under T2 domain. But, we do not have any exisitng users under this domain.

How can I create the new user under T2 domain using my DBA domain credentials?
Need help.
