Location Capacity based on Shipment's attribute- possible?

I am pretty sure that this cannot be achieved via Location Capacity but still wanted to confirm the same from the forum's experience.
I need to constraint 3 shipments with payment term-PPD to be planned from Location A for a day and 10 shipments with payment teram-Collect to be planned from Location A. Can this be achieved using Location Capacity?
