Multi-Stop Shipments not building

Hi All,

I have what seems like a straightforward multi-stop scenario. 3 orders, all leaving the same location in Florida going to 3 destinations (close to each other) in California. The Itinerary is a multi-stop itin and has been used for other scenarios successfully. The RO and RR are also setup to allow multiple stops, the RR is a mileage based rate ($2/mile cost). I have confirmed the transit times and distances (PC Miler) are all working to each of the locations.

Planning individually (1 shipment per order) ends up costing almost $13,000, whereas a multi-stop shipment results in a less than $5,000 shipment. When we bulk plan these orders, OTM continues to build separate (direct) shipments at the higher cost. Once the shipments are built, you can simply merge them into one multi-stop and the system lets us, or if we use the Create Buy Shipment > Multi-Stop action, the multi-stop shipment is built correctly.

But we have been unable to make the system build the multi-stop shipment using the bulk plan. I have done everything possible on the Planning Parameter (starting with Default) but nothing seems to work. The Planning Param has been used for other similar scenarios and it seems to work correctly.

Any help would be appreciated.
