Custom Service Provider list while spot bid

Hi All,

I need to display service provider list on spot bid based on shipment lane for eg shipment is from X to Y , so on spot bid all carrier should be listed which has rate for this lane. I am trying to use Saved Query but seems like Custom SQ does not support parameter on spot bid. As User wants to see the carrier list before spot bid so spot bid from agent is not valid. Kindly suggest.
