Action Check 'Adjust Shipment Cost' is NOT working

Hi Experts,

I have simple requirement that 'specific User role can NOT make any Shipment Cost adjustment (using Shipment Actions) if the Cost type - Base, Others, stop off charges but ONLY Accessorial type of charges should be allowed.

Accordingly, we have set up the action check (per attached document). I do not see it working. This Action check is NOT even allowing to OPEN the screen (Adjust Shipment Costs) i.e action check error message is displayed soon after we click on 'Action - Adjust Shipment Costs'
