Rate Inquiry Exposure

Hi All,
I have 2 requirements
1. Is there any way where we can expose our rate inquiry screen without Login.

2.Is it possible to run rate enquiry in the back ground. i.e can a user request for a rate as integration XML and we send back all the Rates information also in an XML means if a User needs rates from London to newyork this request with some details can come to OTM as XML and OTM also responds back a XML with all possible Service provider rates.
