Provide VIEW access on total application

Hi All,

Is it possible to provide only VIEW access to the user for the entire application level.
Means, the user should have only VIEW access on each and every field.

How can we achieve this.
Do we need to set VPD profile on all the tables. but it seems to be cumbersome process.

Please let me know if anyone has better idea to achieve this.
