Stop shipping a particular item to particular countries

Hi All,

We have a requirement
1. stop shipping a particular item to particular countries
2. Upload documents.

Here the challange is user dont use OTM for planning. User will release and ship confirm the orders in EBS OM.

Can we achive above requirement using GTM without planning orders.
If we classify item in OTM, send orders from EBS to OTM to EBS and release.

will it work? or is it mandatory to plan orders in OTM?
