Generate invoice only when tracking event is updated

Hello,

Could any one please help me with the below.

We are trying to restrict the shipper to create invoice for the shipment on the basis of tracking Event.

If the shipper updates the shipment tracking event status "XXXXXXX" then only he can create Invoice for the shipment. If this is not updated it should restrict to create Invoice for shipment.

I have created an 'Action Check' for this. It is restricting to create Invoice but even though the tracking event is updated to the shipment unable to create Invoice.

Please help me with this.

Audit Actin ID used is "GENERATE INVOICE" and the "Allow Condition" is custom.
