Rate qaulity impacting consolidation of order's

Hi All,

We have issue related to rate quality factor.Suppose we have 4 export order's as per the business when they got planned they should be put into the 4 separate container.
Its working fine when we exclude the rate quality used in one of the rate record for dray leg and its planned perfectly.

But when rate quality is added to the dray leg rates it consolidate the 4 order into 2 container instead of 4.

Rate quality used had an adjustment flat of -1000 but when i reduced it to -500 its working fine and orders planned with separate 4 containers.

Dont understand why rate quality is impacting the consolidation of order.
