Rates based on equipment group

Hi all,
We are using OTM version 6.1.7. we have configured rates based on equipment group for different regions like LATAM counties and saudi .

for Latam regions we are planning order with out mentioning equipment group in constraints, and its working fine. but for Saudi orders are planning only when we are providing the details of equipment group in Order release constraints.

we configured both the rates same way.( equipment group in the rate basis) can any one let us know whey its not working for Saudi)
