Need to move multiple order releases into one shipment

Hi,

Requirement: customer needs to select multiple order release and move to existing shipment at the same time. They already having option like Move order to existing shipment(in this case they can select only one release) and also has manually assign to existing shipment(in this case they have different destination of order release will not work).

Note: In my case customer selecting multiple order release with different location but all are coming in the same cluster(in same destination region).

Please advise how we can achieve this. This is quiet urgent request:)
