Restricting Denial List to only certain customers/sites

There are multiple DPL's provided by customs info. We need to be able to be able to pick and choose which DPL is to be used against which customer base..

For Example, in aN Oracle EBS, there are customers in every Operating Unit. We need to be able to use the JPL List only for orders shipping from Japan. For orders shipping from the US, we do not want to screen against JPL List.
