Sync Production Data with other Environments

I'm considering an alternative way to sync some data between production, development and test environments.

Nowadays, since the volume of data is huge, the copy of the whole DB between them is a painful process and we end up migrating a lot of data that whe don't even need, like built shipments, orders, etc.

I'm here to request experience or suggestions to make a manual process to sync:

• Location informations (whole location structure: regions, locations, etc )
• Taxes (whole tax structure: acessorial costs, rate offerings, etc)
• Item (whole item structure: packaged, items, etc)

Between those databases.
