Need help in bulkplan process

HI All,

Please share the process on how the bulk plan process is getting initiated.

In our system through admin login its getting invoked.But through custom action(create sell shipment) in cloned environment its failing.

can anyone please let us know how this bulk plan process gets invoked if we run the custom action for creating sell shipment.
