Unable to create shipments by Total Package Out

The Requirement is, need to ship material from one place to another and the shipments to be created depending on the Total Package count.

For suppose, 1 Package count weighs 800Kg and the Equipment capacity is 1000kg.
Whenever an order is placed for 10 Package count of Total Weight 8000kg, the shipment should split the weights depending on the package count i.e., Total shipments to be 10 and each shipment consists 1 package unit of weight 800kg, as the truck capacity is 1000kg.

But for now it is creating 8 shipments 1000kg Each.

Is there any way to create shipments based on package count???
