Tracking Event to Invoice

Hi
Can somebody explain in detail how to create an Invoice based on Tracking Event.

Let say, When Tracking Event 'Material Delivered to Customer' is entered, system should automatically create an Invoice against the Shipment.

I tried with Bits and Pieces of Knowledge I have but unable to succeed.
