Pick and Drop at same Location

How can I create shipment for Pick and Drop at same location

OR1: A > B
OR2: B > C

When I use Multi-stop, Shipment Stops showing Like,

Pick from A > Pick from B > Drop at C > Drop at B

I am expecting: Pick from A > Drop at B > Pick from B > Drop at C

Re-sequencing of Stops also not allowing.
