Milestones not attaching to shipments

Hi all,

Is there any parameter or configuration that "enables" milestones?

I ask because I created the time based milestone described in the help file (scenario 1) for test purposes, and it simply doesn't work. The scenario is supposed to make a milestone monitor to be created when the shipment is tendered, and then notify a contact when the tender hasn't been accepted after 30 minutes. But the milestone monitor never gets created.

If I run the "Activate Template" action against the milestone template, it says it is already active.

I tried to create a very simple milestone template based on "SHIPMENT - CREATED" event, but it doesn't attach to any newly created shipments automatically as well.

If I run the action assign against a shipment, the milestone monitor is created, but just sits there doing nothing.

I wonder if I'm missing something obvious...

Tried on versions 2.9 and 3.0.
