Rate Offering missing when do the manual planning of shipment

HI All,

When I am planning the shipment manual (Order Release > Action > Operational Planning > Create Buy Shipment > Manual) it ask to enter the Service provider or Service time and Transport Mode.

i have entered the Transport Mode, Rate Offering, Carrier and Estimated Service Time and Estimated Cost.

When Shipment planned it didn't came with Rate Offering and because its missing the Rate Offering, when i am sending Planned shipment back to EBS its failing because the Service Level is missing of ship method.

I have raised the SR and Oracle said that its a expected behavior and they asked to raise a Enhancement request but to me its differ the planned shipment integration and by this we will be never able to plan shipment manually.

To me Rate offering is just a contract and that should not be wiped out when plan a shipment manual.

Is there any solution for this or any setup i am missing of
