Outbound transaction is fresh

Hello,


We are facing an issue in our DVP concerning outbound transactions. Their status is fresh and errors found in log file when access control ADMIN is not granted for ADMIN user. When access control ADMIN is granted for ADMIN user, outbound transactions are processed correctly.
