This customer uses an on-line service (corporate account) that converts emails to faxes because most of their contacts rely on fax.
For automated OTM notifications to faxes one solution is to enter the online version of the fax number in the Contact email field so communications to fax Contacts are prepared as emails using the online service.

The Help documentation suggests there is a way to configure properties to default fax messages to the on-line service
