Generate refnum

Hi,

I have gone through a action of agent
Generate refnum:
Refnum qual gid = Shipment id
BN type = empty (i mean there is no value in that field)
the agent is running successfully. what does this action mean.
is it generating refnum on shipment? if yes, with what value? How it is deciding value? if no, why agent is not getting failed.
