Refnums are not consistent flowing to D_SHIPMENT_REFNUM

We are facing issue where refnum flows to FTI is not happening on consisten basis

Either :

- It misses out shipment refnums totally for few

OR

- It flows certain refnums ( for eg in f_shipment_refnum ) and misses others.

There are no blatant errors from ODI end.

Need Help !!
