Error while creating Buy Shipment

I'm trying to create a Buy Shipment for an Order Release record manyally by inputting a manually adding an equipment, two stops and one accessorial cost in Financial Tab. But while saving this I'm getting below Error.

"No default rule found for type=SHIPMENT_XID, domain=PUBLIC"
