Shipment Status - Received agent not raised

Hi,

I am facing a problem to raise an agent with event as Shipment Status - Received when an event is entered using standard action 'Add Shipment Tracking Event'. In restriction we have defined the event group containing is_tracking attribute as Y and is_at_shipment_loc as Y.

The agent is called when event is added using action 'Add event for Location'. Can anyone guide what I am missing ?
