Error when calculating Provincial Tax with multiple Codes in Ordered Set

Hi, we are receiving an error when calculating provincial taxes. If we only have one code in the ordered set, OTM calculates the tax. The problem occurs if there are multiple codes. We receive an error each time we attempt this with multiple codes. We've reconfigured this multiple times and it always errors at the same point. The error seems to point to not finding the province profile, however, if it didn't exist, the tax for the one tax code shouldn't create.

Anyone ever have this issue? Any help is greatly appreciated.

Error:
Unable to find a valid source and destination province profile for source province {sourceProvinceCode=null} and destination province {destProvinceCode=null} under the {config=null} configuration perspective {persp=null} and country code CAN. (province=ON)
