Direct vs Pool itinerary Selection based on rates

Hi All,
I have a scenario.
A-->B-->C where B is a pool and total estimated rate is 100$
A------->C another direct itinerary also exists and rate is of 200$

In this case itinerary via pool is cheaper compared to direct.But otm selects direct in default though its costlier.

As per the business scenario If I place a constraint on order release"MUST SHIP THROUGH POOL" or "MUST SHIP DIRECT" then shipment will be planned accordingly as direct or via pool irrespective of rates.

Is there an way with out explicitly defining the constraint can we choose an itinerary just based on costs?
In short can OTM pick an itinerary among direct/multistop/pool based on lower cost? if so how to configure that criteria?
