UI Issues, some screens not loading

Hello,

On version 6.2.8 and we are experiencing some issues in our Dev and Test environments (thankfully not Production) where some UI buttons/actions are not functioning. I'm attaching an image which better describes the second bullet.

A few examples:
-On a rate record, unable to 'Add a Cost'
-Creating custom log file, unable to Move Left/Move Right to add logging options
-Creating custom log file, unable to click 'Finish'

There doesn't seem to be any errors on screen, the action just doesn't complete. So when trying to 'Add a Cost' the window doesn't open while I go to a different tab, say Special Services, and that works just fine.

Any suggestions on where I should look or what could be causing this?

I found a thread which kind of described this issue (even though the version is different), and followed the steps. It did not resolve the issue.
